We see this phenomenon because the average person rates beauty subjectively based on their surroundings and exposure instead of objectively by physical features and health.

Research shows that unattractive participants greatly overestimate their physical attractiveness and if given the chance compare their own attractiveness with less attractive individuals than themselves.
